PS3 wont turn on, has standby light.

Have a PS3 i am working on, however when i turn it on it turns green, makes a beep and comes off but red standby light is blinking. I have 2 PS3 in this condition and then the 3rd PS3 has the yellow light. For the yellow light, ive seen a replacement of capacitor rather that attending to psu and gpu. Would that fix the issue? and second question, for the other 2 ps3, i am getting short to ground around the gpu and psu but these do not have yellow light. would this be the same issue or is there another way to check? Any ideas would be appreciated.
