If I set a power supply to provide 12V at some amperage and then turn on the power supply, are those 12V delivered instantly? Or is there some ramp up to 12V with a capacitor system. I'm trying to simulate plugging in a battery using a power supply and not sure if I need some type of switch/resistor system to simulator this.

 

Most power supplies require a short time to stabilize. To simulate plugging in a battery, first turn on the power supply and allow it to settle, then plug it in.

im using a breadboard, so there isn't anywhere to plug it in per say

A switch after the power supply, should do what you want.

How are you connecting the supply to the breadboard? All you have to do is not connect it until the supply is stable.
