Those are SCRs ( Silicon Controlled Rectifiers ), not IGBTs ( Isolated Gate Bipolar Transistor ).

You picture shows what looks like a destroyed device.
It's not repairable.
Are You trying to figure out how to build a replacement ?

There is no way to determine the specifications,
except by knowing the specifications of all of the other parts associated with this device,
and how they all are supposed work together.

This looks like it could be a Motorcycle "Rectifier-Regulator",
designed to work with a 3-Phase, Permanent-Magnet, Alternator.

If you thought these were IGBTs,
then you don't have enough experience to build your own replacement unit.
