The PK3 is not intended to be a production programmer but many people use it for low to medium volume. As noted the ICD3 is a production programmer. The difference is that it runs additional tests at the power margins to better verify the chip. For very large volumes, you can get Microchip to do the programming for you - just send them the .HEX file. It is cheap and fast.

 

Many distributors will also do device programming. I have used DigiKey for this service.

This is only for mature production ready code, of course.
