I get a warning that the Pickit-3 VPP voltage may be too high for 12F1822, but the PIC app note ETN #32 states ver Rev4 of Pickit3 and below may be a problem, I have rev-5.

I use PICKIT-3 and sometimes use the force section to change the voltage. I hope this helps.
