Perpendicular Socket holes??? (for a class)

okay, i have always wondered why this is and no one I know seems to have figured it out:

Most US sockets have three prongs, a hot, a neutral, and a ground.

The hot and the neutral generally run parallel to one another. However, I have seen appliances and wall plugs that have the hot and the neutral run perpendicular to one another... like this as opposed to the usual which as we all know looks like this.

Does anyone know WHY someone decided to modify the wall socket/appliances this way? There must be some reasons

The ones where the blades are in planes perpendicular to one another are rated at 20 amps, vice 15 for the ones where they are parallel
