I used to open an old computer to install a new PCI card, now I'm thinking about the possiblity to have an external USB adapter to connect this card with modern laptop.

Is there a way to make such idea real using the same card driver ?

That doesn't make any sense. What does the card do?

    What's your PCI card?
A PCI USB Card could upgrade the peripheral ability for an old computer.
How old is your computer? (Hardware and software)
    Or you want this?

It's the inverse already having a PCI card plugged in the PCI slot of the computer like any other cards like network card, but lookin for a way to connect it using USB instead of plugin it inside computer.

You still are not making any sense. What does the PCI card do?
A PCI card plugs into a PCI bus not a USB.
There is no such thing as a USB to PCI adapter.

There is pci-e to pci adapter on eBay.
    So.
Get usb to pci-e adapter (commonly used for mining). Plug pci-e to pci adapter into it. Plug pci card into pci-e to pci adapter. I have no idea about software compatibility.

    Bottom line. eBay.

Your card is a digital data In/Out port expanding, USB interfaced is more complicated than that and for different application purpose.
