PCB board Help for a wine cooler

I have an old wine Enthusiast silent wine refrigerator (model 232 36 26 ) whose power seems to go on and off. The back panel board shows the power getting interrupted (I think) based on the red/green lights blinking. The internal light also blinks but the unit appears to be cooling based on a thermostat.

Any ideas what the problem could be?
