PAL sync signal levels confirmation

Does anyone know if the sync pulses in the PAL/CCIR I Monochrome system the sync pulses are 0V or -0.3V ? As usual on the internet I have seen various sources saying contradictory things. Some say it's 0V and some say it's -0.3V.

Anyone who knows will get a chocolate cookie

The video into the monitor circuits is AC coupled, so any DC voltage level in the external video signal does not matter. While clamping the back porch to 0 Vdc is very common, it was not part of a standard in the 60's and 70's (my pro video days).
