Do you know why this hartley oscillator is like this when it's over 2ms?

I modified your schematic to make it easier to see.
The circuit is "squegging" probably because the coupling capacitors charge in about 0.4ms then the circuit cuts off or because the supply bypass capacitor is missing or is too far away.

Over-regulation in feedback chain.
Values of capacitors C1, C5 and C6 are decreased, R1 value is corrected.
