I also thought maybe inline Zeners with your lights to knock the voltage down. I know a Peterson 3/4" clearance light will start to glow around 3.6 volts and be full on by 4.5 volts... I just had to find out one day!! Others are probably in the same general area. In the end though finding one with the right specs that won't cook in the event of a short may be a challenge.
