I need to create a circuit that includes an op amp, a thermistor, and 10 LEDs. How do I go about creating the circuit so that all LEDs light up at different temperatures. I am unable to use a microcontroller.

Download the LM3914 datasheet and study the internal circuitry on page 8. You will also need a comparator, because you should not use an op-amp as a comparator.
