Actually i need the clarification that
1)Is it possible to design a opam which gives output of 2.5v w/o any input
2)with input 5V it should provide the output as 2.75V

Is what you are asking for a circuit using a opamp? If so, the answer is "yes".

Do you want the output to go from 2.5V to 2.75V as the input goes from 0V (or floating) to 5V?
Or does @Bordodynov 's solution get at the problem?

If so, the required gain is (2.75-2.5)/(5-0) = 0.05
the required offset is (2.5-0) = 2.5V?

This can be done with just a power supply and a resistive network; no opamp required.
