hi, who to change range of antenna from non contact voltage measurement?
    for example i like detected 220v ac at 1 cm, 2cm or 5cm ?
can i make this changes with Potentiometer or what ?
    I Attached my circuit

The circuit depends on C coupling, and can be affected by humidity
because of the hi Z nature of what you are trying to do.

And its not clear how clk in with schmidt interface what Z it is, hopefully its
    buffered.

You can vary the sensitivity by varying the area of the antenna facing the source of the field and/or by adjusting the power supply voltage to the CD4017.

This all depends on what your intended use is. It might be that some kind of preamp and signal conditioning would help -generally letting CMOS inputs float can lead to problems.

I would use an op amp booster...
