I'm looking for some input on if these connections are correctly placed on the arduino, and from one to another. Any guidance or suggestions would be appreciated, thank you!

 

I didn't check your connections, but I did look at the LED drive section and I don't think that is going to work out too well for you.

Consider changing to a MOSFET with the load on the drain. (then correct in software if needed)

Of course, if you have something specific in mind with the drive section then just ignore this.

 

You should put the load on the collector.

With a 5V Collector supply and the LED's in the Emitter, the LED drive voltage will be approx 4V, across the diodes.
What colour are the LED's?

A NPN will not turn on well.

 

Really, the fact is that the correctness of the drawing depends to a large amount on what the circuit is intended to do.
