Backlight requires output of 21V, 38mA. Did I draw the schematics correctly?

Looks good but; I can't see what you are doing the pin-5.
Are you trying to make 21V?
or are you trying to make 38mA?

I would connect BackLight- to GND. Make a voltage divider that that divides 21V down to 1.25V. In the example below R1, R2 divides 28V down to 1.25V.

Now that I look at your circuit it looks like you are regulating for 1.25V across R7. So, you are regulating current. That should work.
