It looks like a high wattage resistors 10 to15Watt rating, usually low resistance values
Can you post a photo shot the side of the component with the printing.?
Why do you think its failed.?

The side in the picture is the side with the printing. It looks as if it got too hot, there's some white powder on the side of the transformer where this piece was attached to the board. I also got no resistance at all through this piece. I also had to replace a film capacitor from excessive wear from the heat.

It's from a Elmasonic E60H Sonic cleaner. The actual board itself doesn't have any labels and numbers other than the one posted in this reply

 

I also got no resistance at all through this piece.

Do you mean a "short" as 0 ohms, or open?
If "zero" ohms, that may be correct, sort off. This resistor may be 10R, 0R47 or something else low.
