Yes, it could be. The code could be a rather toasted brown-black-black-silver-gold but the PCB is more a clue than a determinant, don't you think? If it measures at 1Ω I'd feel comfortable saying so. If it measures open, well... I would be willing to guess that 1Ω is right.

4.4 ohms would be high. Why do you think it needs to be replaced?

 

Also, if you short the leads on your multimeter, what does the resistance measurement say?

That resistor 1R [ 1ohm] , 3watt rating

 

1R3W would suggest that it's resistance is 1 ohm with a power dissipation rating of 3 watts. I agree with Yaakov. Measure it's resistance. The colour coding of the resistor looks like black, black, black, silver , black. This does not make sense so it i possible that the colours have changed if the resistor was running hot. (But if it was removed from the board in your photograph that does not look like it has been effected by heat from the resistor.)

The meter leads might also be higher than expected resistance so it needs to either be REL'd out of measured and subtracted.

OK, so that's .4 of the 4.4... The resistor should be, if that last band is gold, no more than 1.05Ω if it is a 1Ω resistor.

But why do you suspect it is bad?

If it was intended as a fuse, it would be open not 4Ω.
