Yes, it could be. The code could be a rather toasted brown-black-black-silver-gold but the PCB is more a clue than a determinant, don't you think? If it measures at 1Ω I'd feel comfortable saying so. If it measures open, well... I would be willing to guess that 1Ω is right.
The meter leads might also be higher than expected resistance so it needs to either be REL'd out of measured and subtracted.at that sort of resistance, the legs of the resistor can have enough cr*p on them to add that amount of resistance.
cean the legs and use the points of your meter probe to break the oxcidation
