"Need HELP building/designing Gun Laser Targeting Project"

I am looking for someone preferably local to help me with Gun Laser Targeting project. I will pay cash for someone to build the circuit board I need for project. Since I have very limited knowledge of circuit boards and there electronics, I do not know exactly what I need or how in depth I can build it. Must have in depth knowledge of phototransistors, photodiodes, IR transmitter/receiver, voltage deviding, etc....
