As others have mentioned, rotary slicing is the way this is done. Osciallating blades require a lot more mechanics, and are far less efficient.

This device shows the elements required, including the curved blade, which provides some horizontal slicing action.

Alternatively, you could use reciprocating saw with a custom blade and stand, but... erm.

First thing that comes to mind is an old windshield wiper motor. You need a decent 12 volt power source but a windshield motor does have a lot of torque (is that the right term? Torque?). Maybe force. Pressure. Naturally, the further you move from the fulcrum the weaker the slicing action.

Another thing you might consider defining is how many cuts per minute (or second) you wish to make. Still more to be considered - what happens if you accidentally put a human body part in the way of the blade? Safety is always a major concern here on this forum. NONE of us want to give you advice that leads to an injury or death. Not only would that ruin our day it'll also ruin yours.
