Hello,

You give us very less info to go on.
Are you using an USB 2.0 port on the PC?
I have noticed that some devices will not work on USB 3.0 ports.
What operating system are you using?
Are the drivers installed?

Can you feel hear or feel the drive spinning? I've used the cables for data recovery on a Pc and no drivers were needed. It should show up as removable media. Data transfer is much shower than pulling the side cover off of a tower Pc and adding the drive to the available connectors.

Do I have to wipe the hard drive I am using?. Because I think I left Ubuntu on the hard drive but my local pc store can wipe the HDD so should I have them wipe the drive or not?

I'm new to Ubuntu. I do not use it as much as I was hoping to because the Arduino IDE is outdated. Are you trying to recover data from the drive? If you are, you could make a bootable usb stick with Ubuntu on it, boot up any computer and then try your cables.

Usually ext2/3/4 drivers are ok in read mode under windows.

Under linux a simple

dd if=/dev/random of=/device/path bs=512 count=1024
Will wipe the partion table. Should allow you to partition your drive using windows. Mind tho back up any data you want off that drive and really really make sure you have the correct device.
