You have to see what is left after removing the carbon burn. But it does look like it did burn and arc between layers and even to the solder pad that is left. Its most likely not repairable.View attachment 316144

If this damage was done during board operation (as opposed to, say, when a component was being removed for some reason and excessive heat was applied), then it is likely that other components on the board have been damaged, as well.
If it was done when working on the board, and IF the damaged pads are only connected to top/bottom level traces, then you can likely do an ad-hoc repair. If there are mid-layer connections, things get a lot more dicey.
