Hi,

I want to switch 310V 2HZ both positive and ground, where am I doing wrong?

1-
How can I limit the current to 3A?

2-
What should be the value of the C1 capacitor for 2HZ

The data sheet should give you a formula for C1 & frequency. OR These are commonly used at 50khz so find what is used at 50khz and make the cap 10,000 bigger.
Are you really making this or just playing on the computer? I use a battery across C1 in by circuit.

With just a ~3-Amp Load use a P-Channel-MOSFET, then You won't need a special Driver Circuit,
and a simple 555-Timer will provide Switching Timing.

The Load needs to be characterized to provide a Current-Limiter solution.
What are You Powering ?
Why do You need to switch the Positive and Negative Supply-Lines ?
What are You trying to accomplish as an overall end result ?
