The doubt is i didnt connect a decoupling capacitor to the IC will that be the Issue in future?

The lack of a decoupling capacitor does not cause this kind of problem. But it helps prevent some erratic behavior, since the capacitor is there to absorb tiny spikes in voltage natural to digital circuits.

Most likely, your chip was damaged by an accidental electrostatic discharge while you were handling it. Always wear a grounding strap around your wrist while assembling your projects.
