You haven't really said what your idea is. That's why I wrote post a schematic. What it appears you want at the moment is someone to do the work for you.

 

Are you trying to make one of these? Or one of these? The latter has a single push button for selecting on/flash/off. I doubt you will be able to undercut the advertised prices for this sort of thing if you use discrete components rather than a custom IC.

They will almost certainly use a custom uC (black blob).
