Low cost cell modem

Can anyone recommend a low cost cell modem module, with an interface like serial, i2c, spi, etc..? Or with a processor built in? Ideally in an already FCC approved module. For example, Rigado does this with the Nordic chips , but as far as I'm aware they don't have anything similar for the cell network.
