Looking for a schematic of a led chaser circuit.

I am pretty sure that, if someone really puts some effort into it, this circuit could be done with vacuum tubes. And neon lamps.
Sure it could. It could also be done with gears and gerbils, with only a bit less value. Seeing how it can be done with transistors has a lot more value, both from the stand point of better understanding devices that are still in widespread use, but also seeing how simple tasks, or portions of tasks, can be in multiple ways while using components that are still in widespread use.

I remember an exhibit at Disney Land (CA) in the World of Tomorrow. It was a simple Tic-Tac-Toe game and the computer was entirely relay logic. If size and expense was no object I wonder if relays could be used to make this project.

Absolutely. In some respects it's actually easier. The size and expense wouldn't even be that much.

REALLY, the sheme CAN BE DONE using either the CD4015 OR the CD4018, direct drive to the HIGH BRIGHTNESS LEDs, as sold by Digikey, with series resistorsand DIRECT DRIVE to the LEDs. Run the counters on 15 volts and they can supply about ten volts at some current. The spec says 8.8 milliamps, typicaly, at 15 volts. THAT willlight most LEDs very well, but not quite as bright as 20 mA does. AND the LEDs also can be driven from "4000 series" CMOS running on 5 volts, with no series resistor. Not as bright as driven with 20 mA, but with useful brilliance.
