Leak Detection feature in Battery Management System

Hi,
I'm designing Battery Management System for Electric Vehicle.
There are two kind of batteries used in EV,
(1) 12V or 24V Stock Battery to power up electronic ckt,
(2) 144V Battery Pack (made of many no. of 3.3V cells connected in series-parallel combinations) to power up Motors used to drive EV.
These two batteries are electrically isolated from each other.
BMS uses 12V stock battery to get powered and monitors each and every cell of 144V battery pack by maintaining electrical isolation between these two batteries.
Now my issue is, How to measure the isolation or leakage current between these two batteries ? or How to ensure isolation between these batteries ?
Can anyone help me to get circuit to measure this isolation ?
The circuit which can detect shorting of:
(1) Stock battery +ve and Battery pack +ve
(2) Stock battery +ve and Battery pack -ve
(3) Stock battery -ve and Battery pack +ve
(4) Stock battery -ve and Battery pack -ve


This isolation is must to ensure human safety !!!!!!!!!
