Doesn't seem to make sense? Labels don't seem correct/consistent?

Errors are very possible.
Intended operation …
If the “S” (Set) switch is pressed relay Joan is pulled. Contact Joan-not over on the Reset side is open. If “R” (Reset) is not pressed relay Joe is not activated. Contact Joe-Not over on the Set side is closed, holding the set Relay pulled.
Set switch can be released.
When the “R” (Reset) switch is pressed relay Joe is pulled. Contact Joe-not over on the Set side is open. If “S” (Set) is not pressed relay Joan is not activated. Contact Joan-Not over on the Reset side is closed, holding the Reset Relay pulled.
Reset switch can be released.
