Issue with Brushless Servo Motor

The servo motor shown below is used in a treadmill. It happens that when I start the machine, the motor doesn't start until I push the belt a little bit. It's like I have to help the motor start itself by moving the belt with my feet. After it starts, it continues working well. Does this mean a problem in the controller, or a problem in the motor? I want to be sure before I start troubleshooting the servo controller board.

Remove the load (belt etc) and see if the same occurs.
Could be possible too much friction for the initial voltage applied in order to rotate.
