Is there a way an on-off push button switch can be used to activate a momentary switch?

No, I still need the relay for the light function, just not for the garage door function. Two separate functions which would usually use one momentary and one ON-OFF.
Still doesn't make sense.
Why do you want the garage door to operate when you both turn the lights on and turn the lights off?

No. The lights come with a standard relay that require power to be delivered continuously through the switch. Press the switch, it stays down, lights turn and stay on. Press the switch a second time to release is, cutting power and the lights stay off. But the switch latches down when pressed.

I don't. It is two separate switches, just in one housing. But the switches only come with both Momentary or both ON-OFF. Two totally separate functions and two totally different circuits.

OK. Two normal ON-OFF switches, one powers a relay for the lights and the other is press on then off for the garage door.
Correct. Though leaving the second on accidentally would cause issues. (Garage door possibly opening randomly or draining the battery)
This is why I asked the original question. I want to eliminate the possibility the garage door remote is left pushed on.

Because they don't make one in the same housing. It is two separate switches, but they are molded together into one unit. My mower comes with an existing opening for one Toyota style switch. These switches are available in a Dual configuration (2 Switches in one housing). But they only offer them where both sides are either Momentary or both sides are ON-OFF. Adding a totally second switch not in the same housing would require drilling a new whole, voiding the Warranty.

Though I am confused why you want this, yes. It called an impulse relay or a latching relay or a bistable latching relay. For example, here is one from HiLetgo, a reputable Chinese brand on Amazon.

This looks like the solution I need. Do you know if they happen to make a bigger version, my lights require 16 Amps at 12 Volts. If not, I could use this to trigger the existing light relay, correct?

If I understand you requirement correctly when the switch goes from the off state to the on state you require a positive pulse to the door controller. If this is correct then a capacitor, a resistor and two diodes should do what you want. One end of a capacitor is connected to the output side of the switch. The other side is connected to two diodes,. It goes to the anode of one diode (First diode) and the cathode end of that diode gives the output pulse. It also connects to the cathode of the other diode and the anode of that diode connects to the negative of the supply. You also need a resistor between the switch output and ground to provide a discharge pathe for the capacitor when the switch goes from on to off. When the switch goes from off to on it is charging the capacitor via the first diode and the circuit it is driving. The circuit will see a pulse with a fast rise time and an exponential decay. The second diode is to allow the capacitor to discharge via the resistor so that is in the discharged state when the switch next goes from off to on. The component values will depend on the input resistance the device it is driving.
