Inverter output is reading zero

Hello,

It looks like the fets are a to heavy load for the circuit.

Do you have an oscilloscope or frequency counter available?
If so you could check the frequency of the outputs 10 and 11.
(the fets should still be disconnected).

It could be possible that the fet connections are wrong.
Here is a picture from the datasheet:

sir bertus, Thanks for ur time u have really being helpful, I will reconstruct the circuit with this new finding and pray it work out fine

For what it's worth, the IRF540N that I have on hand matches the pinout in the diagram provided by bertus. The tab (pin 4) is drain, same as pin 2.
