Since you did not mention that you need much current then a cheap solar garden light has a circuit that boosts the 0.8V to 1.4V from one Ni-MH battery cell to about 6.2V and a low dropout 5V regulator IC will give you 5V at about 20mA. The solar panel voltage can try to go to 5V but the battery cell keeps it from exceeding 1.4V and it charges faster. But the voltage boost circuit works only when the solar panel is dark.
