In an op-amp having well-matched bias currents, if I vary R3 from 0ohm (shorted) to 1Megaohm, will Ib+ remain constant? Also, will the Ios remain constant too?

Yes, and yes.

 

The input bias current is needed for proper operating of the op amp input transistors and it varies very little with changes in input voltage or resistance (as long as it's operating in its linear range).
