find Vo in terms of V1 and then draw the representative block diagram for the circuit..

I suspect the block diagram they are talking about is as I described -- you only have summing junctions, where two signals are either added or subtracted, and gain blocks where a single signal is multiplied by a fixed gain.

Be careful about looking on the internet because there are lots and lots of different kinds of block diagrams.
