It is a line filter with capacitors inside. I have not found that exact part. Can not see who made it.

@Ron is correct, it is a power line filter of some sort. Usually those do not go bad. However, I have seen one bad one that had a gas discharge tube in it that went bad.
It is not a starting capacitor.
