IC or circuit voltage regulator design to maintain voltage at 14 volt

I would like to know if there is any constant voltage regulator that will maintain constant voltage around 14 volts....regardless of the source voltage is higher or lower than that of 14 volts. For example sometimes voltage fluctuates within 14.3 volts ~ 13.6 volts is there any constant voltage regulator that is capable of maintaining it at 14 volts?

You want to look for a buck/boost switch-mode power supply. I don't know if you will find one that is pre-made with a fixed 14 V output since that isn't a widely used supply voltage. But you can get adjustable modules that you can set whatever (within limits) output voltage you want with the right resistor value.

You can use a LM317 regulator set to 14V, but it can't make 14V out if the supply is 13V or less input, you're going to need a buck regulator circuit.
An LM317 wants at least 3 V of dropout, so to get 14 V output, you need an input supply that does not go below 17 V.

If the supply is less than the desired output, he needs a boost regulator. A buck regulator steps down the voltage. Since his output might be either higher or lower than his input voltage, he needs a buck-boost regulator.
