The way it works is that there's always one out of 10 outputs active. If you want to start at output 1 but have it OFF when you start then use out-1 for the first LED. Out-0 will be the first output to go high when you power the circuit. If nothing is attached to "0" then the next clock will drive "1" high. That's where you have LED 1.
