Often the cause of such a fault is a faulty capacitor in the middle of the Board. If I'm not mistaken, the capacitance is about 470 uF and the voltage is 35 V. This capacitor may be swollen. Generally you should start to find fault with the protection circuit.

Shorting Pin 6 to pin 7 disables the undervoltage protection. Over voltage is still active AFAIK.
