How to use MT6223 or any other MediaTek Gsm module? How to Program them?

I am thinking of using a mt6223 gsm module instead of simcom or any other gsm module. As per the datasheet it says it has a ARM7EJ-S controller which i cannot find how to program. Please help me to find the programming solution or i have to use seperate microcontroller to use it. THANKS in advance. :)
