That indicates pins 1 and 7 are not connected to the resistor.I found 0.8v at pins 1&7 nothing visual undermagnification, these also connect to a 3.3k resistor with 12v on the other side...

Or the voltage on pins 2 and 6 is less then the voltage on pins 3 and 5.

I agree the circuit is working as intendedNot sure the problem here.
The circuit is powered continuously and when the relay activates it sends 12 volts to the master control.
An master ON/OFF switch Sw2 can be added if needed.

That's a pretty big defect.since it is as pictured a NO only relay to me it’s backwards or Amazon quality defect

Don't connect the coil to anything and measure the resistance between COM and NO.
