You can make a NAnd gate with a few diodes and a transistor.
Two NAnd gates should be able to do this operation.
Google DTL Nand Gate.

You're with the license but It's prohibited to use such mechanical control... Let's say the pulse is of electrical type... and this circuit should behave as the JK Latch... but without using ICs... can be used transistors and passive frens....
I hope you mean that it has to be a toggle FF, which changes state with every pulse. At full JK would be overkill, and would require a lot of transistors. You can make a toggle FF with two transistors and a few discrete parts, with a third transistor to drive the relay. You could incorporate the relay into the latch and use only two transistors, but (with bipolar transistors) it would waste some power.
This brings up a question: Are there any restrictions as to what kind of transistors you can use, such as BJT, MOS, etc.?
Since this is obviously a homework problem, you need to post your attempts at a solution, and we can critique them. You will learn nothing except how to manipulate a forum if we hand you a solution.

I'm touched. It's not hw... I've myself created this problem.. while working on clap operated switch...

OK, so why don't you allow yourself to use ICs? Is it because you don't have any, but you do have transistors?
You didn't address my question about what types of transistors you can use (or have).
