How to get rid of black stuff on circuit

See attach pic. Black stuff is hard. I put solder gun on it for heat, dipped in nail posh remover and alcohol but it wont soften or get off. How do I get rid of the black round thing on circuit board to reveal the components underneath?

Simple, it's practically impossible for you unless you already know at least the basics of semiconductor material science and solid state physics.
I know enough to build circuits from transistors diodes etc. i know enough how they work. So why cant i make those circuits in an ics?

Yes. I'm just stating the obvious. Making integrated circuits is a completely different set of skills, knowledge and theory than making circuits of transistors and diodes.
In Electrical Engineer with degree cannot make ICs? Dont have enough background hmmmm

Most likely it's a physical microprocessor covered for protection and to prevent copying.
Do you mean to make a circuit out of discrete components call it an IC and cover it with epoxy?

No, Most Electrical Engineers do not make IC's, they learn how to be experts building things with them, but not usually in depth how to design them from raw silicon to a finished product in a manufacturing environment. It a very specialized field that's talked about in the classic EE training tract but it's much more solid state physics based in background.

They are typically on the Process Engineering side of the house.

Yes that what i meant. Also I want to know if i csn get that epoxy out and see the circuit how?

I'm sure you can but most likely if completely eliminated the circuit will have been destroyed as mentioned earlier.
I don't know of any chemicals to use but I suppose sanding might work.
