How do you plan on programming 32768 bytes using a manual push-button?

You can use CD4098, CD4528, or CD4538 to generate 200-500ns pulse to stay in the 100-1000ns window.

You said you're programming AT28C256, but you post the datasheet for AT28C64. Here's the same info for the device you said you're using:

 

I'm so sorry- I got them mixed up. I am doing a AT28C64B-15PU. I am very sorry for the confusion. I don't even know how I mixed them up.

It looks like for that chip there is just a data hold time of 10ns for the 'WE pin.
If you see something different than post a link to the data sheet you are looking at.
