I would like to know if it's possible to change the sound on the green goblin pumpkin bomb & if so how would I do that , also if I can change the order that the lights turn on

On the picture IMG_1779 there is a black blob marked U1.
That is likely the chip that controls the device.
As it is a blob, you can not make any changes.
