I didn't click the link, but looking at the screen shot it seems you're asking about how the circuit detects the USB charging rate for the attached device. Charging is part of the USB specification. I believe they're just following the USB specification for negotiating charge rate. If you can get a copy of the USB spec then that should explain it.

 

Going by memory, it probably looks for a resistor pulling D+ or D- to +5 or ground. If you are really interested, you can probably identify the exact method in the pdf file at the URL below.
