Ones Complement or Two's Complement?

 

By convention and in context. A string of 8 bits can represent a letter in any of 50 alphabets, a number (positive, negative, real imaginary), or something not related to language. Three common ways to represent negative real numbers are sign-plus, one's-compliment, and two's-compliment. Search any of these terms or look in Wikipedia.
