How can i design an opamp with following configuration.

My input voltage range is: +/- 500mV.
Output voltage range: 0 to 2.5V which is driven to ADC.
Supply voltage available : +/- 2.5V.
I would like to know how can i design this circuit and also if there is any document available(From texas instrument or from anywhere) for reference that is much appreciated.
opamp used is : LMP2231BMFX
under which circumstances I need to supply a biasing voltage ?

Even rail-to-rail output op-amps will only get to a few mV of the supply rails, so with a supply of 2.5V the output will never quite reach 2.5V.

its okay. i would like to know the fundementals to keep into consideration in designing a circuit like that. if not +-2.5V as supply rails. i am ready to give +-3.3V

You need to read the details in the datasheet for the opamp:
1) You must not simply use a +-3.3V supply on the opamp that has an absolute maximum allowed supply of 6V.
2) It will operate at 5.5V but its spec's are not ensured.
3) All its spec's are guaranteed when its total supply is 5V.
