Horizon 7.0AT Treadmill - No display, 7 blinking lights on MCB

Hey! I have a Horizon 7.0AT treadmill and it's used just about every day, and recently the upper control board is getting no display.

Checking the motor control board (MCB), the diagnostic led is blinking 7 times, which indicates a communication error with the upper control board (UCB).

It looks like the same symptoms JMcG was dealing with in this thread https://forum.allaboutcircuits.com/threads/horizon-7-0at-dead-console.178729/, but I don't know how that was resolved. I've got the same UCB, 1000376365, as well. I also took a look at this thread https://forum.allaboutcircuits.com/threads/horizon-7-0at-treadmill-console-assistance.183115/ but don't seem to be having that issue

If I remove the safety key, the MCB diagnostic light blinks 5 times, which indicates the key is missing, so there's some communication between the MCB and UCB. I confirmed none of the cables are damaged via continuity. I tried swapping the battery as well and no change. Checking voltages near the MCB/UCB connection I'm getting 12v. I tried checking the voltage to the upper display board, which as a 3.3v and 5v rail, but wasn't getting power to that. I'm not sure if that's just because the main board isn't working or if that indicates a problem with the upper display board. I'm not able to measure much voltage on anything on the right side of the board, but that's more so because I'm not sure what to check.

I initially took the board out and it seemed like a lot of the components were shorted. I noticed the board had a lot of excess flux and random bits of solder on it, and figured something came loose and caused a short. I cleaned it and that did seem to resolve the shorts I was experiencing before, but after reassembling everything I still have the same symptoms.

I've attached some pictures of the board before I cleaned it.

I've previously had to repair the MCB as the bridge rectifier blew out, but that has been fine for a year so far.

Any thoughts on anything else to check? I've found replacement boards online so might try that next if I can't determine which component failed
